This strategy pursued for many decades fell short of achieving its stated objectives: high economic growth, employment generation, and diversification of the economy. Dissatisfaction with the outcome of the import-substitution industrialization policy led to a partial shift towards export-promoting industrialization strategy. Currently, Pakistan is following a mix of the two strategies. This amalgam of strategies has created a complex incentives system that is being partly misused by both importers and exporters.
